DISCUSSION / BACKGROUND
In accordance with Resolution 024-2023, the Measure S Citizens’ Oversight Committee (Committee) has prepared its annual report regarding the revenues and expenditures of tax funds for the 2024/2025 Fiscal Year.
The Committee is tasked with reviewing the Transient Occupancy Tax (TOT) revenue generated by Measure S to ensure these funds are used to enhance, rather than supplant, the existing road maintenance and snow removal budgets for the unincorporated Tahoe Area. While the Committee serves in an advisory capacity without direct expenditure authority, its feedback is vital to the process. To that end, the Department of Transportation has actively integrated community concerns into our operational planning, ensuring our infrastructure goals remain aligned with the priorities of Tahoe residents.
The Committee also generated a separate report, which was approved at the March 3, 2026, Measure S Citizens Oversight Committee meeting, and was distributed to the community. The report highlights accomplishments funded by Measure S during the same time frame as the annual report.
