Fiscal Impact/Change to Net County Cost:
The proposed increase in departmental hourly rate is reflected in the FY 2007-08 proposed budget. There will be no change in the Net County Cost.

Background:
The Environmental Management Department (EMD) enforces and regulates a multitude of State mandated programs which are legislated to provide for recovery of program costs through fees established by resolution of the Board of Supervisors. El Dorado County Policies and Procedures No. B-6, established by the Board of Supervisors on July 30, 1991, provides for a department to adjust fees for services based on cost analyses that support such fees.

Reason for Recommendation:
As reflected in the proposed resolution, the Department has a number of fees in a multitude of environmental management programs. The resolution reflects a Department hourly rate of $125. This rate reflects a CPI increase of 3.9% as determined by the State of California Department of Industrial Relations, All Urban Consumers for California, over the Department's current approved hourly rate of $120. The Department has documented the average time spent per activity through extensive time studies and use of the Envision database for time tracking.

Environmental Management inquired of surrounding jurisdictions hourly billing rate and they are as follows; Sacramento County $164/hour, Placer County $122/hour, Nevada County $134/hour, Amador County $96/hour, Yolo County $99/hour.

Action to be taken following Board approval:
Upon execution by the Chair, the Board Clerks office will forward copy of the Resolution to the Environmental Management Department for implementation on the effective date.
