Fiscal Impact/Change to Net County Cost: The General Fund impact is estimated at $55,000 to pay hospital/provider invoices for emergency medical care for a Ward of the Placerville Juvenile Hall. The budget transfer is for the FY 2009-10 budget.

Background: During the fourth quarter of fiscal year (FY) 2009-10, a Ward in the Placerville Juvenile Hall was admitted to the hospital for emergency medical care. This budget transfer reflects the estimated cost to the County based upon preliminary invoices from the hospital.

California Forensic Medical Group (CFMG) is under contract with the County to provide healthcare services in the County jail and juvenile hall facilities. The Agreement provides that in the event of a hospital admission for emergency medical care, CFMG shall pay the first $20,000 and the balance shall be the responsibility of the County.

The County does not have a Catastrophic Insurance Policy covering hospitalization costs for Wards of the juvenile detention facilities. In FY 2008-09, the County obtained a quote for such a Policy; however, in analyzing the annual cost to maintain such a policy, and the fact that the County had never had a Ward hospitalization, it was not considered cost effective to procure and maintain a Policy.
