Probation Department recommending the Board:
1) Approve and authorize the Chair to sign Amendment I to Agreement for Services 6910 with O’Connell Research, Inc, to extend the expiration date of the Agreement from February 14, 2023, to March 31, 2024; due to extension of the expiration date of the Behavioral Health Justice Intervention Services Grant, and to complete and close out any services through quarter-end March 31, 2024, with no change to compensation; and
2) Authorize the Chief Probation Officer and Deputy Chief Probation Officer to execute further documents relating to Agreement for Services 6910, including amendments that do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Behavioral Health Justice Intervention Service (BHJIS) Program Grant (100%).

DISCUSSION / BACKGROUND
O’Connell Research has been providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up since May, 2019.
On April 5, 2022 (File 22-0447, #25), the Board approved the Behavioral Health Justice Intervention Service (BHJIS) Program grant award in the amount of $172,960. Probation had allotted $120,000 of these funds for consultant costs. the Board of Supervisors approved Agreement 6910 with O’Connell Research, Inc (O’Connell), on October 18, 2022 (File 22-1407, #20) for the provision of research analysis consulting for the BHJIS Grant, for the term of February 15, 2022, through February 14, 2023, in the amount of $120,000. Included in the Statement of Work for the grant are services to be performed by a Project Consultant (O’Connell Research) to: write an implementation plan for the grant funding; prepare a summary of key findings; develop materials that map shared process and data elements from case management systems,...
