Fiscal Impact/Change to Net County Cost: No fiscal impact.
Background: Included in the Board of Supervisors goals is the completion of a County strategic plan. On November 7, 2006 the Board adopted Vision, Mission, and Customer Service Statements. The next step in the strategic planning process was to integrate these statements (the strategic direction) with the environmental scan (strategic analysis) to produce a set of issues to be addressed in the strategic plan. The ultimate goal is to incorporate these countywide strategic issues into department goals and objectives tied to performance measures.
During the month of January CAO staff presented a draft strategic plan framework to department heads for review. A task force representing each functional group provided feedback on this draft. A revised draft was given to department heads in February for additional consideration with the intent for the Board to adopt a final framework in March.
Reason for Recommendation: Department feedback has been received and incorporated into the attached final draft Strategic Plan Framework for FY 2007-08 and FY 2008-09. The County Charter requires the Board to "adopt a statement of the goals of the county reflecting the quality and direction of the activities of county government for the enhancement of human and physical resources of the county. At least annually, prior to the end of the first quarter of the calendar year, the Board shall review the adopted goals and modify them as necessary." These goals are identified in the draft Strategic Plan Framework for the Board's consideration.
