DISCUSSION / BACKGROUND
The Human Resources Department recommends appointing Rena Russell as Registrar of Voters, effective October 31, 2026, at Step 1 of the salary range, following an open and competitive recruitment. Ms. Russell currently serves as the Assistant Registrar of Voters for El Dorado County, and brings directly relevant experience in election administration, workforce leadership, public communication, and compliance with state and federal requirements.
Approval of this item will formalize the department head appointment and maintain continuity of operations. Compensation is recommended at Step 1, and benefits and other compensation will be administered pursuant to the Salary and Benefits Resolution for Unrepresented Employees and applicable County policies for appointed department heads.
ALTERNATIVES
If the Board does not appoint Ms. Russell effective October 31, 2026, they can direct HR to either return with other finalists for Board consideration or reopen the recruitment. In that event, to avoid an operational leadership gap an interim appointment must be considered for coverage starting effective October 31, 2026, continuing until the Board makes a final selection.

FINANCIAL IMPACT
