Title: Probation Department recommending the Board: 1) Approve and authorize the Chair to sign retroactive Amendment III to Agreement for Services 3977 with O’Connell Research, to extend the Agreement term end date from December 31, 2021, to December 31, 2022, due to extension of the Justice and Mental Health Collaboration Program (JMHCP) grant, for the provision providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up; and 2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Contract 3977, including future amendments which do not increase the maximum dollar amount or term of the Contract, and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND
On January 5, 2016, the Board of Supervisors adopted and authorized the Chair to sign Resolution 002-2016 (File 16-0003; #16), permitting the Health and Human Services Agency (HHSA) Director, the Chief Probation Officer, and the Sheriff to support “Stepping Up,” a nationwide initiative with the goal of reducing the number of inmates with mental illness in county jails.

On May 22, 2018 (File 18-0771, #17), the Board of Supervisors approved submittal of a grant application to the United States Department of Justice, for the Justice and Mental Health Collaboration Program (JMHCP) grant, in support of Stepping Up and delegated authority to the Chief Probation Officer to accept and administer any awarded grant funding. Funding was subsequently awarded for Stepping Up.
