Sheriff and Mental Health Departments requesting authorization to submit a grant application to the State of California Department of Corrections and Rehabilitation for the Mentally Ill Offender Crime Reduction Program (MIOCR) for Fiscal Year 2008/2009 to continue the Behavioral Health Court program established on the West Slope of the County with funding received from the FY2007/2008 MIOCR grant.
RECOMMENDED ACTION: Approve.

Background: Up to $700,000 is available to successful grant applicants from small counties. The grant program is administered by the Corrections Standards Authority and focuses on innovative programs which targets metnally ill offenders who are incarcerated in local jails.
On 3/6/07, your Board accepted the grant award from the Corrections Standards Authority for the FY2007/2008 Mentally Ill Offender Crime Reduction grant. That grant expires on 06/30/2008. In accordance with county policy A1, the Sheriff is required to submitt to your Board the applicaton for continuation of this funding for FY08/09. This grant funds 5.5 FTE positions in the Mental Health Department, contract beds and operating expenses for the Mental Health Department, 1.0 FTE position for the Probation Department and administrative overhead costs for the Sheriff's Office.
Reason for Recommendation: The current MIOCR grant ends on 6/30/2008. The success of this program to help reduce the population in the Placerville Jail warrants the Sheriff re-applying for this grant program for FY08/09.
