Supervisor Thomas recommending the Board:
1) Approve and authorize the Chair to sign a Proclamation recognizing October 23, 2023, as Deputy Brian "Ish" Ishmael Day; and
2) Authorize an exception to Board of Supervisors Policy F-4-Lowering of Flags, to honor the ultimate sacrifice given of Deputy Brian Ishmael by lowering our County Flag each year on October 23rd.

DISCUSSION / BACKGROUND
On October 23, 2019, in the early morning hours, Deputy Ishmael responded to a call from a man who lived on Sand Ridge Road, reporting a possible theft in progress at his marijuana grow. Deputy Ishmael and his ride-along partner from San Joaquin County were not aware of the danger they were walking into. As they approached the grow, a man opened fire, shooting both men, they were both able to return fire and injure the suspect, but Deputy Ishmael’s injuries were fatal.
The loss to our Sheriff’s Office, to our County Government, to our community and more importantly to his family, was and will always be so deeply felt.
May this proclamation be a testament of our profound gratitude and appreciation of Deputy Sheriff Brian Ishmael’s ultimate sacrifice and legacy of service to the citizens of El Dorado County.

The Board could choose not to approve signing the Proclamation or lowering our County Flag on this day.
