El Dorado County Air Quality Management District recommending the Board, acting as the Board of Directors of the Air Quality Management District:
1) Authorize the Board Chair to sign a budget transfer moving appropriations approved in the Fiscal Year (FY) 2026-27 budget to fixed assets to allow payment to the vendor of the Board-approved contract and allow the Auditor to book the Electric Vehicle (EV) chargers as fixed assets; and
2) Add 24 new EV chargers installed at the County facilities under public works Agreement 10118 to the approved fixed asset list for FY 2026-27.
FUNDING: AB2766 Motor Vehicle Emission Reduction surcharge funds.

DISCUSSION / BACKGROUND
AQMD and County Procurement and Contracts have been working on a public works project to replace the EV chargers at the County properties with networked chargers that will charge the user a per-kilowatt fee that will offset the cost of electricity and recover the charger equipment, installation, and maintenance cost over a seven (7) year period. The Board awarded the bid to Lily Pad EV, LLC and the amount of the bid ($208,561) was included in the AQMD FY 2026-27 budget as a line item in the AB2766 Grant account under the "Professional & Specialized Services" object which was adopted by the Board on June 23, 2026. The equipment was for seven Single Port Pedestal Charger units, three Single Port Wall Mount Charger units, and fourteen Dual Port Pedestal Charger units.
After discussion with County Auditor Controller staff, it was determined the replacement chargers would meet the requirements where they need to be booked as fixed assets. This Board item recommends the Board approve the Chair to sign a budget transfer moving the budgeted $208,561 from "Professional & Specialized Services" object to the "Fixed Asset: Equipment" object so AQMD can pay Lily Pad EV, LLC for the equipment that's been delivered to AQMD and for the remaining costs under public works contract 10118.
