RECOMMENDED ACTION:  Approve.
 
FUNDING: Housing Opportunities for People With Aids (HOPWA) funding from Sacramento County
 
Body
Background: The HOPWA Program provides emergency housing assistance for El Dorado County residents and their families living with HIV disease.  Short term assistance and supportive services are provided to qualified persons for rent, mortgage, and utilities to prevent homelessness.  El Dorado County Ryan White and HOPWA services are subcontracted out to Sierra Foothills AIDS Foundation, an agency with which we have a longstanding, successful relationship. El Dorado and other local rural counties obtain their HOPWA funding through Sacramento County.
 
This Agreement is retroactive to July 1, 2006 due to the Department waiting on word from HOPWA about any potential changes which might affect the future amount to be awarded in FY 07/08.  The Department has determined changes to that amount will not affect this year's award and, upon that determination, processed this Agreement as quickly as possible.
 
Reason for Recommendation: The HOPWA services provided by Sierra Foothills AIDS Foundation are integral to ensuring the health and well-being of El Dorado County residents and their families living with HIV.
 
Fiscal Impact/Change to Net County Cost: Funding for this Agreement consists entirely of HOPWA money from Sacramento County and is present in the adopted budget.  There is no net County cost.
 
Action to be taken following Board approval: Board Chairman to sign three (3) copies of attached Agreement; Board Clerk's Office to forward two (2) copies to Public Health; Public Health to distribute to appropriate parties.
