1) Receive a presentation on the proposed addition of Chapter 130.40.340 of Title 130 of the El Dorado County Ordinance Code entitled “Tobacco Retailers” and recommend adoption of the ordinance to the Board of Supervisors.

DISCUSSION / BACKGROUND
In 2022, a parent's concern about their child's exposure to tobacco prompted the El Dorado County Board of Supervisors to reach out to the Health and Human Services Agency (HHSA), Public Health Division (PHD), Tobacco Use Prevention Program (TUPP). TUPP aims to reduce tobacco use and its associated harms in the County of El Dorado. It focuses on several key objectives, including reducing exposure to secondhand smoke, tobacco residue and waste, decreasing the availability of harmful tobacco products like cigarettes, cigars, vapes, and chew, and actively promoting tobacco cessation. TUPP is committed to creating a healthier and smoke-free environment for communities throughout the County of El Dorado. The Board of Supervisors directed HHSA PHD TUPP to prepare a presentation to educate the BOS on Tobacco Retail Density and Zoning Education in El Dorado County in 2023.
On December 5, 2023, (File No. 23-1992, Item No. 38) after a collaborative presentation, including a presentation on Tobacco Retail Density and Zoning Education by HHSA PHD TUPP and the PABD, the Board of Supervisors issued a Resolution of Intention (ROI) 179-2023 to set a public hearing to consider proposed amendments to the El Dorado County Zoning Code (Title 130) to add a section to chapter 130.40, as generally described below:
