Fiscal Impact/Change to Net County Cost
The fiscal impact of the requested fee waiver will likely be minimal as the private property owned by the VanNoord family has been secured for parking for the majority of vehicles anticipated for the event (see Attachment A, map). The event is anticipated to draw between 400-500 vehicles, with the VanNoord property estimated to be capable of handling 400 of those vehicles. Henningsen Lotus Park (HLP) has approximately 281 regular parking spaces. Parking fees are $5 per day per vehicle. The maximum amount of waived fees would be $1,405 if all 281 HLP spaces are filled during the requested time frame.

Background
On June 9, 2014, El Dorado County lost a legend with the passing of Mark A. Smith of Georgetown. In 1952, Mark and a small group of Rotarians and friends met at his home to share a dream that might help the depressed economy of the Georgetown Divide. “JEEPERS JAMBOREE,” a name born in jest, becomes the beginning of a legend.

Mark made a tremendous impact on the El Dorado County economy. Whereas the Rubicon Trail has been a historic route, it was Mark Smith, who took the Rubicon Trail to be recognized as the crown jewel of the Sierra Nevada Mountains and known throughout the world.

Through his efforts, Mark made a significant impact on the Georgetown Divide area and the family has selected Henningsen Lotus Park to hold a Memorial Service in his honor. It is anticipated that hundreds of people from all over the world will attend the event. The Parks Division is honored that this site was selected to remember Mark Smith and is requesting that the parking fees be waived during the hours of this event.
