Background: Reducing the uptake of tobacco by young people is vital; 90% of all adult smokers begin while in their teens, and more than half become regular, daily smokers before they reach the age of 19. El Dorado County Health Services Department - Public Health Division’s Tobacco Use Prevention Program (TUPP) has been in place since 1990. TUPP has a long-standing partnership with and continues to work closely with the Black Oak Mine Unified School District in their instruction on tobacco use prevention. The District has a proven and successful track record of reducing youth prevalence rates through the utilization of research-based models. The District is applying for a Tobacco Use Prevention Education grant from the California Department of Education and would like a letter of support from the Health Services Department. The District’s receipt of this grant funding will allow the District to continue their tobacco use prevention efforts with high school students.
Reason for Recommendation: Board of Supervisors Policy A-5 - Grant Endorsements for Non-County Agencies, requires Departments to obtain approval from the Board prior to providing endorsement for non-county grant applications. The Black Oak Mine Unified School District grant application is consistent with the Public Health Division, TUPP goals of reducing tobacco availability to minors; therefore, the Division would like to provide a letter of support. The recommended letter of support commits no County resources, staff, or funding.
