DISCUSSION / BACKGROUND:
On November 9, 2021, (File ID: 21-1680; Agenda No. 34) the Health and Human Services Agency (HHSA), Behavioral Health Division, was allocated American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to be used in part to invest in and expand local and lower-cost ‘levels of care’ that will be essential to improve Behavioral Health’s Continuum of Care and mitigate Behavioral Health’s realignment shortfalls in the coming years, sparing the General Fund. The Behavioral Health Division is exploring opportunities to create 24/7 residential facilities that may provide crisis services, Board and Care, or supported housing options. Individuals housed in these facilities will be active clients of the Behavioral Health Division located within the immediate vicinity and receive care and treatment to ensure stabilization. The timing of these investments are critical, as new behavioral health impacts have been and will continue to arise over the coming years as a result of the COVID-19 pandemic. At this time, HHSA is recommending the Board provide conceptual approval to explore this real estate opportunity in an effort to meet the above-mentioned goal and to better serve the County residents in need of behavioral health services.
ALTERNATIVES:
Should the Board decline to designate a real estate negotiator, HHSA would need to research and explore other investment opportunities, further delaying the County's goal to expand...
