Human Services Department recommending Chairman be authorized to sign retroactive Agreement for Services 124-S0910 with Barton Memorial Hospital Management Services Organization, Inc., dba Barton Memorial Hospital in the amount of $226,866 for the term July 1, 2008 through June 30, 2011, to enable said Department to continue to provide and be reimbursed for the services of one Eligibility Worker to process Medi-Cal, County Medical Services Program and Food Stamps applications on-site at the hospital.
RECOMMENDED ACTION: Approve.

Barton Memorial Hospital reimburses the County for the cost of 1.0 Eligibility Worker up to a maximum of $75,622 per fiscal year during the three-year term of the Agreement. Revenues and appropriations to cover the cost of the worker are budgeted for FY 2008-09 and will be budgeted for FY 2009-10 and FY 2010-11.
Reason for Recommendation:
Agreement #124-S0910 enables Human Services to continue to provide Barton Memorial Hospital with one out-stationed Eligibility Worker (EW) to determine eligibility and process applications for patients in their facility for Medi-Cal or County Medical Services Program (CMSP) services and Food Stamps applications and delineates the responsibilities of each party. By law, only a county welfare department (DHS-Social Service Division) may employ an EW to determine a person’s eligibility for Medi-Cal, CMSP and Food Stamps. This collaborative effort benefits Barton Memorial Hospital patients by facilitating their receipt of appropriate services at a time when they may not be able to access services without assistance.
