DISCUSSION / BACKGROUND
Prior to 2024, Governor Gavin Newsom authorized the California Office of Emergency Services (Cal OES) to provide funding to the El Dorado County Sheriff's Office for Law Enforcement (LE) Services for religious services at Temple Bat Yam, due to the increasing antisemitic environment which has posed an increased threat to the Temple. That funding from Cal OES ended on May 24, 2024. However, Temple Bat Yam has since requested the continuation of LE Services for various religious events and will cover the costs for these services.
The proposed supplemental law enforcement agreement establishes the terms and conditions under which the Sheriff’s Office personnel may provide paid law enforcement services during religious services and associated activities. Services will be provided on an as-needed basis and are intended to support public safety while allowing the requesting organization to reimburse the County for the costs associated with staffing and administrative expenses.
Temple Bat Yam will be charged the actual costs of the LE Services at a rate not to exceed $126.10 per hour per Deputy Sheriff, a rate not to exceed $143.00 per hour per Sergeant, and a 12% administrative fee for services for the duration of Fiscal Year 2026-27.
The presence of law enforcement is to promote public safety, enhance community support, and deter any illegal activity all while protecting those in attendance. Therefore, we are requesting this action by the Board to formalize the terms of these services.
