DISCUSSION / BACKGROUND
On December 10, 2019, the Board of Supervisors adopted policy E-6 - Volunteer Policy. Then, on August 27, 2024, the Board of Supervisors updated the Volunteer Policy.

The Human Resources Department and Chief Administrative Office are recommending modifications to the Policy. To ensure compliance with the Fair Labor Standards Act, Section III.Q of the current policy outlines that no employee of the County shall serve as a volunteer in a department where they are currently employed. This can create limitations in larger departments, like the Health and Human Services Agency, Chief Administrative Office, and Sheriff’s Office that provide an array of services and have employees that would like to volunteer in activities that are not related to their job duties but within their department. The proposed revisions allow for certain exemptions to Section III.Q while still maintaining adherence to the Fair Labor Standards Act. This policy shall not conflict with the El Dorado Sheriff's Office Volunteer Policy.

ALTERNATIVES
The Board may choose not to approve the recommended changes; direct staff to make additional modifications; or take no action.
