Probation Department recommending the Board:
1) Authorize the Chair to sign revenue Agreement 9645 with Del Norte County Probation Department to place youth of said county in the County of El Dorado South Lake Tahoe Juvenile Treatment Center on a space-available basis, for a retroactive term of April 28, 2025, through April 27, 2028; and
2) Authorize the Chief Probation Officer to execute further documents relating to revenue Agreement 9645, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Revenue from Inter-County agreements.

DISCUSSION / BACKGROUND
El Dorado County Probation Department (El Dorado) has an established Juvenile Detention Facility at the JTC for the temporary or long-term commitment of youth detained in accordance with the provisions of the California Welfare and Institutions Code.
Del Norte desires to place youth of its Juvenile Court at the JTC, to the extent that accommodations exist. Rates payable to El Dorado are $350 per day per bed, $400 per day per bed for Commitment Programming, and $475 per day per bed for youth placed in the Secure Youth Treatment Facility Program. On April 28, 2025, Del Norte notified Probation of a Del Norte youth needing placement at the JTC. A draft agreement was sent to Del Norte on May 8, 2025, and the contract has been processed as quickly as possible.
Del Norte does not have its own juvenile detention facility. There are instances when other counties that Del Norte works with do not have availability for Del Norte youth. Del Norte would like the option to send youth to the JTC when mutually convenient. In the interest of promoting goodwill and so as not to disrupt any treatment plan in place for Del Norte youth, this Agreement 9645 (Agreement) is retroactive to April 28, 2025.
