Title: Human Services Department recommending the Board authorize the Chairman to sign TALX Corporation Standard Social Services Membership Agreement 129-S1010 to enable said Department to obtain employment and/or income verification of clients applying for or receiving public assistance, at no cost to the County, for an ongoing term that commences retroactive to October 1, 2009, and renews annually unless terminated by either party.

Title
Human Services Department recommending the Board authorize the Chairman to sign TALX Corporation Standard Social Services Membership Agreement 129-S1010 to enable said Department to obtain employment and/or income verification of clients applying for or receiving public assistance, at no cost to the County, for an ongoing term that commences retroactive to October 1, 2009, and renews annually unless terminated by either party.

Fiscal Impact/Change to Net County Cost: No change.  There is no cost associated with this Membership Agreement.
 
Reason for Recommendation: TALX Corporation operates The Work Number, a free service available to agencies that administer government funded benefits or programs. The Department of Human Services (DHS) will use this service to verify employment and/or income information to determine eligibility of clients applying for or receiving public assistance, as most large corporations in the United Stated refer any requests for employment or income verification of their employees to The Work Number. The services received under this Agreement are provided at no cost to the County.  The Agreement is for a one-year term commencing on October 1, 2009 with a provision for an automatic renewal for successive one-year terms unless terminated upon 30-days notice by either party.
 
Processing of Agreement 129-S1010 was initiated in mid-August, and the Agreement is submitted for retroactive execution due to a delay in obtaining the TALX signature subsequent to Counsel review of this non-standard operational agreement.
 
Action to be taken following Board approval:
1.  Chairman to sign two (2) original Agreements
2.  Board Clerk to return one (1) original Agreement to Human Services at 3057, Briw Road.  
3.  Department to distribute as appropriate.
