DISCUSSION / BACKGROUND
On December 7, 2021, with Legistar file 21-1733, the Board approved Ordinance 5153, Board of Supervisors-Conduct of Business, Compensation. The approved ordinance updated the Board of Supervisors monthly salary to $6,908.66 and changed the employer contribution for Deferred Compensation from a $800/year match to 2.5% of the base salary.

Board Policy A-3 - Ordinances - New or Amended, requires ordinance amendments to be presented to the Board of Supervisors for conceptual review and authorization to prepare the ordinance amendment.

On April 22, 2025, with Legistar file 25-0581, the Board adopted resolution 046-2025 establishing the County of El Dorado 401(a) Deferred Compensation Plan for Eligible Employees. The 401(a) plan allows employer contributions for deferred compensation to be made into the 401(a) instead of the 457 plan. This allows employees eligible for employer contributions to make higher employee contributions to their 457 plan. Current Ordinance Code 2.06.020 identifies County employer contributions to 457 plans only. Human Resources would like to obtain conceptual approval to amend the ordinance to eliminate this reference, allowing for other plan contribution options including 401(a) employer contributions for Board of Supervisors members.

ALTERNATIVES
The Board Could choose not to approve this item which would not allow for Deferred Compensation employer contributions to be made to a 401(a) plan.
