Adopt the Resolution designating the Sheriff as the Deputy Director of Emergency Services.
DISCUSSION / BACKGROUND
County Ordinance Chapter 2.21 - Emergency Organization and Functions, provides for "the preparation and carrying out of plans for the protection of person and property within the County in the event of an emergency and...the coordination of the emergency functions of the County with the City of Placerville and the City of South Lake Tahoe and all other affected public agencies, corporations and organizations within the County." Section 2.21.070 (A) creates the office of Director of Emergency Services and designates the Chair of the Board of Supervisors to serve in that capacity. Section 2.21.070 (B) creates the office of Deputy Director of Emergency Services, to be appointed by the Board.
The County's Emergency Operations Center is coordinated through the Sheriff's office, so the role of Deputy Director of Emergency Services has typically been fulfilled by the Sheriff; however, the last formal appointment to this position was in 1997. The Board adopted Resolution 242-97 appointing Hal Barker, Sheriff, Coroner, Public Administrator as the Deputy Director of Emergency Services.
The proposed Resolution would name the Sheriff as the Deputy Director of Emergency Services.
ALTERNATIVES
The Board could select another County officer or employee to serve as Deputy Director of Emergency Services.
