DISCUSSION / BACKGROUND
On March 22, 2022, Legistar File 22-0407, the Board approved the 2021-2029 Housing Element Update, which adopted objective Housing Policy 1.24, the County shall encourage Accessory Dwelling Units (ADU) to provide housing that is affordable to very low-, low-, and moderate-income households. To accomplish this adopted policy, Measure HO-9 included six (6) actions including, but not limited to:
· Provide guidance and educational materials for building ADUs on the County’s website, including permitting procedures and construction resources.
· Develop, and offer free of charge, prototype plans for ADUs to reduce permit costs.
With grant funding provided by State of California Department of Housing and Community Development (HCD) via the Local Early Action Plan (LEAP) (Legistar File 21-0025), the LEAP Program provides funding to jurisdictions for the preparation and adoption of planning documents and process improvements that accelerate housing production to facilitate compliance in implementing the sixth cycle of the Regional Housing Needs Assessment (RHNA). In an effort to support meeting RHNA numbers and further implementation of HO 1.24, the Planning and Building Department (Department) engaged in Agreement 8468 with Housing El Dorado (HED) and a subconsultant, Community Planning Collaborative (CPC), to develop an ADU Plans Gallery that will offer a variety of ADU architectural plans to homeowners of the unincorporated area of the County; allowing them to obtain the architectural plans for little to no licensing fees.
