DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending (1) approval of the Foster Parent Recruitment, Retention, and Support (FPRRS) boilerplate agreement, and (2) adoption and approval of a resolution to delegate authority to the HHSA Director, or designee, to execute FPRRS Program boilerplate agreements with licensed Foster Family Homes. In anticipation of the Continuum of Care Reform in January 2017, the County has identified the importance of recruiting, retaining and supporting foster homes through a “Lead Resource Home” to increase support and respite services for foster parents.

DISCUSSION / BACKGROUND
California Department of Social Services (CDSS) is responsible for the oversight and licensing of Foster Family Agencies and Foster Family Homes (FFHs). HHSA’s Child Welfare Services (CWS) program is responsible for protecting children who either do not have a parent, guardian, or other custodian, or children whose parents, guardians, or custodians are unable to provide for the care or supervision of their children.
