DISCUSSION / BACKGROUND
On the evening of Wednesday, May 31, 2023, the County experienced a failure of the Uninterruptible Power Supply (UPS) battery back-up for the Health and Human Services Agency (HHSA) at Briw Road in Placerville. Information Technologies (IT) moved forward with an emergency purchase, as defined by the County Purchasing Policy C-17, Section 2.9, as an "unexpected and pressing situation which requires swift and immediate procurement action precluding regular procurement policy and is essential to public life, health, safely, or improved property of the County." Replacement parts were not available for this unit, as it has special load and wattage requirements.
The UPS battery was scheduled to be replaced in the Fall of 2023, however, system failure has led to adjustment of the replacement schedule so that the UPS unit can be replaced as soon as possible. In the event of a power outage, the UPS unit operates as a battery back-up to bridge the power supply until the generator power supply is available for the Briw Road location. Not having this back-up power supply in place could cause a loss of data, creating rework for the HHSA staff and downtime of the network, which could have significant impact on the department and services provided to the public.
The cost of the UPS battery replacement equipment is $8,279.66.
