DISCUSSION / BACKGROUND
Commission membership established in bylaws, Article VI, Section B, “Members of the Commission are appointed in accordance with the process established by the El Dorado County Board of Supervisors for County Commissions”. On May 13, 2013, Commissioners voted to establish three-year terms adding Section D to the bylaws, “Members shall serve for terms of three years and until his/her successor is appointed by the Board of Supervisors. There is no limit to the number of terms an appointed Commission member may serve.”
A Notice of Vacancy was not posted in connection with this appointment, as it involves a designated employment-based role rather than a general recruitment process. This particular position is tied to the individual's employment status and responsibilities within El Dorado County, rendering a public solicitation of applicants unnecessary and inappropriate. Given the specificity and internal nature of the appointment, no additional applications were sought or received. At the request of staff from First 5 El Dorado Children and Families, the appointment was requested for the Board's consideration.
