DISCUSSION / BACKGROUND
On September 25, 2025 (Legistar file 25-1569), the Planning Commission held a public hearing to consider a request for a Conditional Use Permit (CUP24-0011) on property identified by Assessor’s Parcel Numbers 011-030-055 (20.2 acres) and 011-030-058 (45.58 acres), consisting of 65.78 acres total, in the Pollock Pines area.

The Planning Commission denied Conditional Use Permit CUP24-0011 with a vote of three (3) ayes, one (1) no, and one (1) absent.

Staff’s response to the appeal and conclusion is detailed in a Staff Memo attached as Attachment B.

ALTERNATIVES
Reverse the Planning Commission’s denial of Conditional Use Permit CUP24-0011 Kuhl (approve appeal CUP-A25-0002) with Findings of Approval based upon the Board of Supervisors direction, and find the project Categorically Exempt under Section 15303 of the CEQA Guidelines.

The Board could additionally direct staff to prepare an Initial Study and remand the project to Planning Commission for reconsideration.
