DISCUSSION / BACKGROUND
On December 17, 2019 (Legistar 19-1721, Item 30), the Board approved Agreement 4402 with Nichols Consulting Engineers (NCE) to provide on-call environmental review services not to exceed $300,000 for a three-year period beginning December 16, 2019.
Amendment I would extend the Agreement two additional years with a new expiration date of December 16, 2024, and increase compensation by $180,000 for an amended not to exceed amount of $480,000. Since the original contract is now three years old, NCE requested changes to their billing rates. After analysis of NCE's proposed rates, Transportation recommends the adoption of NCE's proposed rates, which are part of the proposed Amendment. Lastly, the Amendment updates contract language per California Department of Transportation (Caltrans) federal funding requirements. Transportation feels it is necessary to extend the Agreement to continue to provide environmental review support services to the Tahoe Basin.
