Department of Human Services (DHS) recommending the Chair be authorized to sign Agreement for Services 410-O1110 with Marshall Medical Center in the amount of $234,273 to enable said Department to continue to provide and be reimbursed for the services of one Eligibility Worker to process Medi-Cal and County Medical Services Program applications on-site at the hospital during the term of July 1, 2011 through June 30, 2014.

Compensation: Marshall Medical Center reimburses the County for the cost of 1.0 Eligibility Worker up to a maximum of $78,091 per fiscal year for a total of $234,273 during the three-year term of the Agreement. Revenues and appropriations to cover the cost of the worker are budgeted for FY 2011-12 and will be budgeted for FY 2012-13 and FY 2013-14.
Termination: Agreement includes the County’s standard Fiscal Considerations termination language as well as a provision for the County to terminate the Agreement without cause in seven (7) calendar days upon written notice.
Reason for Recommendation: Agreement 410-O1110 enables the Department of Human Services (DHS) to continue to provide Marshall Medical Center with one out-stationed Eligibility Worker (EW) to determine eligibility and process applications for patients in their facility for Medi-Cal or County Medical Services Program (CMSP) services and delineates the responsibilities of each party. By law, only a county welfare department (DHS-Social Service Division) may employ an EW to determine a person’s eligibility for Medi-Cal or CMSP.
