Fiscal Impact/Change to Net County Cost: Estimated costs and associated funding are incorporated in the Department's approved budget. There is no Net County Cost associated with this Agreement.

Background: The Substance Abuse Offender Treatment Program (OTP) was established in fiscal year (FY) 2006-07 per Health and Safety Code Division 10.10, Chapter 75, Statutes of 2006 (Assembly Bill 1808), and was funded by the State of California Department of Alcohol and Drug Programs to serve offenders who qualify for services under the Substance Abuse and Crime Prevention Act of 2000 (SACPA). The State OTP Program was authorized for two years, and was to be repealed effective July 2009; therefore, effective FY 2009-10 the OTP State funding ended.

To ensure ongoing services through the County Alcohol and Drug Program (ADP) the County ADP Manager applied for and received American Recovery and Reinvestment Act funding through CalEMA and the California Department of Alcohol and Drug Program.
