DISCUSSION / BACKGROUND
El Dorado County Ordinance 4726 which pertains to the County Cardroom Ordinance Section 9.45.120 Application for Work Permit; Processing and Decision subsection (F) states the following: Denial of Permit; Appeal: The Sheriffs decision denying a work permit is final unless the applicant submits a notice of appeal of the decision within ten working days of its mailing to the Clerk of the Board of Supervisors. If a timely appeal is filed, the matter shall be placed on the agenda of the next available regular Board of Supervisors meeting. The Board of Supervisors shall consider the appeal in a public hearing and either direct the Sheriff to issue the work permit or deny the appeal and uphold the Sheriff’s decision.
The Sheriff's Office denied Mr. Tsang's Cardroom Employee Work Permit based on Section 9.45.130 Standards for Denial of Work Permit subsection (E) Character of Applicant. Mr. Tsang has timely filed his appeal and is requesting the Board grant his appeal and direct the Sheriff to issue his work permit.

It is the decision of the Board to determine whether the denial of the Cardroom Employee Work Permit should be upheld or reversed.
