Sheriff’s Office recommending the Board:
1) Make findings in accordance with Purchasing Ordinance 3.12.160, Section B, that the unique nature of the simulcast upgrade to existing systems being purchased from Codan precludes competitive bidding; and
2) Authorize the Purchasing Agent to execute a Purchase Order, contingent upon approval from Risk and County Counsel, for the purchase of a radio simulcast upgrade from Codan in the amount of $300,000 in accordance with Purchasing Ordinance 3.12.160, Section B.

DISCUSSION / BACKGROUND
The Sheriff’s Office has been utilizing Codan repeater systems for several years and needs to upgrade current systems and has purchased 57 repeaters from this original equipment manufacturer(OEM). Over the years, EDSO has built upon the existing radio infrastructure on a Codan radio repeater platform. Radio shop employees have been trained and have gained knowledge and experience supporting Codan equipment. The equipment requested will augment the current system and accommodate a much-needed simulcast upgrade which will improve the radio system by allowing transmissions to be heard throughout the County. Our current system is limited to a range of one repeater. The new system will tie all the repeaters together allowing Sheriff's office staff to communicate with each other regardless of their geographic location. This will improve response time and enhance officers’ safety on large incidents. This specialty equipment is only available from Codan. Purchasing another brand would be cost prohibitive, incompatible with the existing repeaters installed in the County and staff have been trained extensively on the Codan platform. El Dorado County Procurement agrees with moving forward with the sole source with Codan based on our previous purchases and existing Codan assets.
