DISCUSSION / BACKGROUND
Board Policy A-3 on Ordinances requires that proposals for new ordinances and ordinance amendments shall first be presented to the Board for conceptual review and authorization. The Chief Administrative Office, Parks Division is recommending conceptual approval to amend County Ordinance Code Section 5.48 Streams and Rivers Commercial Boating, as part of the effort to revise the El Dorado County River Management Plan. The River Management Plan (RMP) focuses on white water recreation on the 20.7 mile segment of the South Fork of the American River between the Chili Bar Dam, near State Highway 193, and the confluence of the Folsom Lake State Recreation Area. The RMP requires annual review and a periodic update and review process to incorporate adaptive management and program improvements. Changes to the Streams and Rivers Commercial Boating ordinance will be developed in concert with changes to the RMP. The changes are intended to update procedures outlined within the ordinance to provide additional clarity to commercial outfitters and staff. All proposed changes will be reviewed through the Parks and Recreation Commission, the Coloma Lotus Advisory Committee, the Planning Commission, and the Board of Supervisors before final approval and adoption.
