Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings pursuant to section 3.13.030 (B) that the ongoing aggregate of the architectural design services provided by the independent contractor are in the public’s best interest due to the fact that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work; and
2) Authorize the Purchasing Agent to sign Amendment I to Agreement for Services 8999 with Lionakis, extending the current expiration date by one year from September 8, 2026, to September 8, 2027, and increase the total compensation amount by $150,000, for a new total not to exceed $228,700 to provide as-needed architectural design services at various County locations.

DISCUSSION / BACKGROUND
Lionakis has been providing architectural design services to the County since 2014. On August 22, 2023, Lionakis was formally approved to a qualified list for Consulting Services, Category A, Architect: Commercial, Industrial, Landscape, Interior Design, and Category E, Engineer: Structural, as the result of competitive Request for Qualifications (RFQ) 23-918-072. Facilities continues to receive requests for architectural services and has received excellent service from Lionakis. There are several upcoming projects that will require architectural services. The Department is requesting an amendment to increase the compensation amount by $150,000 to a new not-to-exceed amount of $228,700, as well as extending the expiration date to September 8, 2027, and allowing for annual rate increases not to exceed three percent.
