DISCUSSION / BACKGROUND
Pursuant to Article III (h) of the Tahoe Regional Planning Agency (TRPA) Compact, the Advisory Planning Commission (APC) shall include at least four lay members with an equal member from each State (Nevada and California), at least half of whom shall be residents of the region. The APC currently has five lay members: three from California and two from Nevada. The appointment of one California lay member shall be nominated by El Dorado County. The Compact provides for a two-year term for appointments to the APC, which term can may be renewed. The 21-member APC assists the TRPA's Governing Board with technical and scientific issues.

Each month, the APC holds open meetings and encourages the public to take an active role in the decision-making process.

Under Article III of the Tahoe Regional Planning Agency's (agency) Code of Ordinances, it states:
(h) An advisory planning commission shall be appointed by the agency. The commission shall include:
