Chief Administrative Office recommending the Board consider the Draft Board of Supervisors' Responses to the 2025-26 Grand Jury Final Reports for Case 26-01, El Dorado County Detention Centers, Placerville and South Lake Tahoe Jails and the South Lake Tahoe Youth Treatment Center Inspection, Case 26-02, El Dorado County Owned Airports - Navigating Change, and Case 26-03, El Dorado County Civil Grand Jury Website - Bringing Clarity to the Public Process, and take one of the following actions:
1) Direct staff to make changes and return to the Board with a final report(s) by July 28, 2026; or
2) Approve the report(s) as the Final Report(s) and authorize the Chief Administrative Office to submit them to the Presiding Judge.

DISCUSSION / BACKGROUND
The 2025-26 Grand Jury published three Final Reports:
1) Case 26-01, El Dorado County Detention Centers, Placerville and South Lake Tahoe Jails and the South Lake Tahoe Youth Treatment Center Inspection, published April 29, 2026;
2) Case 26-02, El Dorado County Owned Airports - Navigating Change, published May 5, 2026; and
3) Case 26-03, El Dorado County Civil Grand Jury Website - Bringing Clarity to the Public Process, published May 12, 2026.
Under the California Penal Code section 933 (c), the Board of Supervisors must provide a response to the Presiding Judge of the Superior Court within 90 days of the date that a Final Report is made available to the public. The response to Case 26-01 is due by July 28, 2026, the response to Case 26-02 is due by August 8, 2026, and the response to Case 26-03 is due by August 10, 2026. The proposed responses are therefore being submitted to your Board for approval.
The attached draft responses have been prepared in the form prescribed by Penal Code section 933.05 and addresses the findings and recommendations of the Grand Jury for which the Grand Jury requested a response from the Board of Supervisors.
