DISCUSSION / BACKGROUND
A signed resolution is required in order for the District Attorney to sign the Standard Agreement with the California Victim Compensation Board (CalVCB). Approval of this recommendation will allow the District Attorney’s Office to continue participating in a coordinated effort to provide emergency based financial assistance to victims.

By administering the CalVCB Revolving Fund pursuant to the Standard Agreement and Contractor Certification Clauses, El Dorado County is able to provide rapid assistance for victims of crime who qualify for financial assistance for certain qualifying expenses related to a crime, including funeral/burial costs, relocation, crime scene clean-up, and other verified emergency expenses losses approved by CalVCB. Payments made from the Revolving Fund should be verified to be for an immediate need, including times where a substantial hardship would not allow the claimant to have access to shelter, food, medical care, or personal safety.

The El Dorado County Victim Witness Unit has participated in the Funeral Burial/Domestic Violence Revolving Fund since fiscal year 2000/2001. CalVCB advanced the El Dorado County Victim Witness Unit $40,000 in fiscal year 2000/2001 as authorized by Government Code Section 6504 to pay qualifying claims.
