Probation Department recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with O’Connell Research, Inc, under Agreement 6910 because (A) the provision of these services are more economically and feasibly performed by an outside independent contractor;
2) Approve and authorize the Chair to sign Agreement for Services 6910 with O’Connell Research, Inc, to provide consultant services for the Scope of Work for the Behavioral Health Justice Intervention Services (BHJIS) Grant; for the term of February 15, 2022, through February 14, 2023; with a not to exceed amount of $120,000.00; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 6910, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Behavioral Health Justice Intervention Service (BHJIS) Program Grant (100%).

DISCUSSION / BACKGROUND
Since May 16, 2019, O’Connell Research has been providing research to assess the prevalence and outcomes of those with behavioral health needs, as well as developing analytics and data driven solutions for addressing the needs as part of the grant award for Stepping Up.
Probation received an award letter for the Behavioral Health Justice Intervention Service (BHJIS) grant from Advocates for Human Potential (AHP) on February 28, 2022. The amount of the grant award is $172,960, and the grant period is February 15, 2022, through February 14, 2023.
On April 5, 2022 (File 22-0447, #25), the Board approved the Behavioral Health Justice Intervention Service (BHJIS) Program grant award in the amount of $172,960. Probation has allotted $120,000 of these funds for consultant costs.
