Department of Transportation recommending the Board of Supervisors take the following actions pertaining to the Saratoga Way Extension Project:
1) Certify that:
a) The Environmental Impact Report on the Saratoga Way Extension Project dated May 2010 has been completed in compliance with the California Environmental Quality Act;
b) The Board has reviewed and considered the information within the Environmental Impact Report prior to approving the project; and
c) The Environmental Impact Report reflects the independent judgment of the Board as adequate to approve the project.
2) Adopt the Findings of Fact Related to the Certification of the Environmental Impact Report on the Saratoga Way Extension Project dated May 2010.
3) Adopt the Mitigation Monitoring Plan.
4) Approve the project as described in this staff report and in the Environmental Impact Report.
FUNDING: Transportation Impact Mitigation Fees.

Fiscal Impact/Change to Net County Cost: There is no fiscal impact or change to Net County Cost associated with approval of this project and certification of this Environmental Impact Report.
These actions are based upon the Findings of Fact Related to the Certification of the Environmental Impact Report on the Saratoga Way Extension Project (Attachment 1).
Background:
Project Location: Saratoga Way is located east of El Dorado Hills Boulevard, approximately one-quarter mile north of the US Highway 50/El Dorado Hills Boulevard interchange in the community of El Dorado Hills in western El Dorado County. Saratoga Way currently runs westward for approximately one-half mile until it terminates just west of its intersection with Finders Way. The proposed Project would extend Saratoga Way to intersect with the stub out of Iron Point Road at the boundary of El Dorado County and the City of Folsom, approximately one-half mile due west.
