Sheriff's Office recommending the Executive Committee to allocate $27,533 to the Community Corrections (AB109) Budget in FY 2025/2026 for Moral Reconation Therapy (MRT) in the South Lake Tahoe Jail.

MRT is an evidence-based cognitive behavioral intervention designed to reduce recidivism by addressing criminogenic thinking patterns, improving decision-making, and supporting pro-social behavior. This program is currently and successfully offered at the Placerville Jail, where it has enhanced rehabilitative services and supported reentry outcomes for justice-involved individuals.
Expanding MRT to the South Lake Tahoe Jail will promote program equity across facilities and ensure that individuals housed in the South Lake Tahoe area have access to the same rehabilitative opportunities. Consistent programming countywide strengthens continuity of care, supports behavioral change, and aligns with CCP goals related to rehabilitation, reentry, and public safety.
The program would be provided by the El Dorado County Office of Education, which has the expertise and capacity to deliver MRT with fidelity to the model. The estimated cost to provide this service is $26,000 per year, which includes facilitation, materials, and program administration.
