DISCUSSION / BACKGROUND
On December 3, 2024, the Board adopted Resolution 211-2024, authorizing the Health and Human Services Agency (HHSA), with support from the Facilities Division of the Chief Administrative Office (CAO), to apply to the Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 grant in the amount of $24,000,000 (Legistar file 24-1987). The funding from this grant will be utilized for a Behavioral Health Division infrastructure project and applied towards the rehabilitation and renovation of the County facilities at 299 Fair Lane, Placerville, for the purposes of expanding the County’s existing Psychiatric Health Facility (PHF) capabilities. The funding through this infrastructure plan would also establish HHSA’s Service, Outreach, Access, and Response (SOAR) Project, which is intended to provide improved management for complex mental health and substance abuse cases at a centralized, easily accessible location. On May 6, 2025, HHSA was awarded Bond BHCIP Round 1 funding in the amount of $24,000,000.
The BHCIP grant has a minimum 10%, or $2.4 million, match requirement. El Dorado County exceeds this requirement with the commitment of $3.1M in in-kind equity in the building located at 299 Fair Lane, and $500,000 in cash match from the CMSP HID matching grant.
