Probation Department recommending the Board:
1) Approve revenue generating Agreement 8446 with the Sacramento County Office of Education, which outlines services to be provided for adults in reentry programs effective upon full execution through June 30, 2027 with 2 one-year renewal options; and
2) Authorize the Chief Probation Officer to administer and execute any amendments to the agreement that do not increase net county cost or term of the agreement contingent on approval by County Counsel.

DISCUSSION / BACKGROUND
2011 Public Safety Realignment (AB109) shifted housing and rehabilitation services of many offenders with high capacity for reform and rehabilitation from California prisons to local jurisdictions. The Probation Department (Probation) and the Sacramento County Office of Education (SCOE) propose to work together to provide rehabilitative services to justice-involved individuals and have determined it will be mutually beneficial to provide these services to adult-reentry clients in El Dorado County, including those on probation and parole.
Probation currently has programs in place that will be made available to clients referred by SCOE, as these programs are not available in Sacramento County. Additionally, SCOE will provide Probation clients with programs that Probation does not currently instruct.
Probation will supply staff, facilities, supplies, healthy snacks, training including 52-week batterer’s program, academic services, vocational training, and bus passes. SCOE will provide classes including anger management, life skills, cognitive behavioral therapy, and staff. SCOE classes and staff; and Probation staff, facilities, supplies, and healthy snacks will be provided in-kind.
