Planning and Building Department, Affordable Housing Unit, recommending the Board adopt and authorize the Chair to sign Resolution 080-2026, superseding Resolution 058-2026 for text edits needed at the request of Housing and Community Development (HCD) for the prior submittal of the HOME Investment Partnerships Program application to the State of California Department of HCD, for the El Dorado County First-Time Homebuyer Program and Owner-Occupied Rehabilitation Program and authorizing the Director of the Planning and Building Department, or their designee(s), to execute the HOME Standard Agreement and all other required documents.

DISCUSSION / BACKGROUND
On April 2, 2024 (Legistar file 24-0493), the Board approved and authorized the Chair to sign Resolution 049-2024 (Attachment D), authorizing submittal of a HOME Investment Partnerships Program (HOME) application to the State of California Department of Housing and Community Development (HCD) to provide up to $1,500,000 as funding for the El Dorado County First-Time Homebuyer (FTHB) Program and Owner-Occupied Rehabilitation (OOR) Program.
On November 14, 2024, the Planning and Building Department, Affordable Housing Unit, (Department) was notified that they were awarded $500,000 of the requested $1,500,000 in HOME grant funds for use with the County’s FTHB Program. The Board formally accepted the grant award on April 8, 2025 (Legistar file 25-0029).
On February 18, 2026, the Department received notification from HCD that revisions to the County’s Resolution 049-2024 were required in order to proceed with issuance of the HOME award Standard Agreement.
On March 24, 2026 (Legistar file 26-0477), the Board approved the revised Resolution 058-2026 (Attachment E).
