Department of Agricultural recommending the Board approve and authorize the Chair to sign the Second Amendment to the Regents of the University of California Cooperative Extension Interlocal Agreement 2941 to extend the term of the agreement for an additional five years, July 1, 2026 through June 30, 2031, with no change to the amount of $329,542 per year for a total amount of $1,647,710, plus in-kind contributions including 3,445 square feet of office space, utilities, building maintenance, janitorial services, and phone line access.

DISCUSSION / BACKGROUND
The Foothill Multi-County Partnership provides partial funding for the University of California Cooperative Extension (UCCE) program serving the Foothill Counties. This program brings researchers and educators to rural communities to share agricultural research findings and address local agricultural, environmental, and public health needs.
The partnership, established through an interlocal agreement first approved in 2011 and in effect ever since, includes the Regents of the University of California and the counties of Amador, Calaveras, El Dorado, and Tuolumne. At the time the agreement was initially approved, the Board also authorized the Chief Administrative Officer to delegate administrative, contract administration, and day-to-day oversight responsibilities for the Multi-County Partnership to the Agricultural Commissioner/Sealer of Weights & Measures.
As part of this ongoing partnership, the Board appoints two representatives, one Supervisor and the County Administrative Officer, to serve on an Advisory Council, which meets at least twice per year. The Advisory Council advises the UCCE Multi-County Partnership Director on program direction and emerging needs, including identifying new program areas and evaluating whether existing program areas should be modified or discontinued.
