DISCUSSION / BACKGROUND
Department of Transportation collects fees for road permits. Larger companies that have frequent permit needs for wide loads on the roadways will provide a deposit for future permits to simplify their process. When a permit is pulled, the deposit funds are transferred into operating revenues.
These funds have traditionally been deposited into a trust account, but due to recent guidance from the County’s external auditor, the funds were transferred into a special revenue fund. This change happened after the budget process, and therefore a budget was not established. A budget transfer is necessary to allow the Department to recognize the revenue.
ALTERNATIVES
The Board could choose not approve the budget transfer, and the Department would not be able recover the cost of the permits.

FINANCIAL IMPACT
There is no impact to net county cost. The budget transfer will increase Permit: Road Privileges and Operating Transfers Out in 3670730 and increase Operating Transfers In and decrease Permit: Road Privileges in 3620200, all by $22,270.

1) The Clerk of the Board will obtain the Chair’s signature on the original budget transfer and will forward the budget transfer to the Auditor/Controller for processing.
