Chief Administrative Office, Procurement and Contracts Division, recommending the Board of Supervisors:
1) Extend Bid Award 09-393-028 for food products and kitchen supplies for use County-wide for an additional eight months, through October 14, 2010; and
2) Authorize extension of blanket purchase orders with Strauss Food Service of Placerville; Mad Butcher Meat Company of Sacramento, and Crystal Dairy Foods of South Lake Tahoe; and
3) Authorize the Purchasing Agent to increase the blanket purchase orders on an "as needed" basis during the awarded period if funding is available within the requesting Department's budget. (Refer 10/13/09, Item 5)

Background: The Board awarded Bid #09-393-028 for food products and kitchen supplies for County wide use in the jails, detention centers, mental health facilities, and the senior nutrition centers on both the East and West Slope and authorized blanket purchase orders to the above-named vendors effective October 15, 2008.
Recently a new bid for food products and kitchen supplies was issued; however, all bidders who were proposing to be primary vendors (vendors who are able to offer all categories of food products) failed to meet the requirements of the bid and their bids were rejected.
As a result, Procurement and Contracts staff have been exploring various bid structures for these food commodities and evaluating the needs of the affected departments, including service, quality, and pricing. Staff would like to take the next eight months to investigate a new bid for food products. This extension will bring the awarded period for these contracts to a total of two years.
