DISCUSSION / BACKGROUND
On October 28, 2025, the Board continued Ordinance 5244 repealing Ordinance 3848, Article X entitled Parks and Recreation Commission, Sections 2.20.660 et. seq. to November 4, 2025, for Final Passage (Second Reading).

On September 23, 2025 (Legistar file 25-1406), the Board provided conceptual approval to repeal County Ordinance Code 3848 and 5051, Title 2, Article X entitled Parks and Recreation Commission, Sections 2.20.660-2.20.750, and replace the ordinance with a Resolution establishing the Parks and Recreation Commission (PRC) and Bylaws to govern the Commission.

The Parks and Recreation Commission Ordinance Code 3848 was originally adopted by the Board of Supervisors in 1988 to recognize the importance of recreation for the physical and mental health of both the residents of, and visitors to, El Dorado County. On April 18, 2017 (Legistar file 17-0202 V3), the Board approved Ordinance 5051 amending various titles including Title X, Section 2.20.730 and Section 2.20.750.

On July 17, 2025 (Legistar file 25-1259), the Parks and Recreation Commission conducted a review and provided input on draft suggested edits to repeal Article X and establish a Resolution and Bylaws to govern the Commission. Following the Parks and Recreation Commission review and input, County Counsel reviewed and provided their suggested edits. Those edits were incorporated into the final Resolution document.

Pursuant to Board Policy A-3, repealing an ordinance requires using the same process used in the initial adoption or subsequent amendment and shall be in accordance with State Law.
