Health and Human Services Agency (HHSA) recommending the Board adopt and authorize the Chair to sign Resolution 067-2025, hereby amending Resolution 211-2024, which authorized HHSA to apply for the California Department of Health Care Services Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Program Round 1 grant, in the estimated award amount of $24,000,000, which requires a $5.5 million match which will be met with HHSA awarded grant funds, Mental Health Services Act budgeted project funds, and with in-kind equity match, for an estimated term of five years.
FUNDING: The State-funded Bond BHCIP Round 1 grant requires a match amount of $5.5 million, which will be provided through County Medical Services Program Healthcare Infrastructure Development matching grant funds (estimated at up to $1 million), up to $1 million of MHSA funding, and the remaining match funds will be met through in-kind equity match.

DISCUSSION / BACKGROUND:
On December 3, 2024, the Board adopted Resolution 211-2024 authorizing HHSA to apply for the DHCS BHCIP Program Round 1 grant in response to the Request for Applications dated July 15, 2024 (Legistar 24-1987). Subsequently, on December 13, 2024, HHSA submitted its application to DHCS for the BHCIP Round 1 Program funding. On May 6, 2025, HHSA was awarded $24,000,000 to pursue an infrastructure expansion consisting of two components and is intended to provide improved management for complex mental health and substance abuse cases at a centralized, easily accessible location. This expansion is termed the Service, Outreach, Access, and Response (SOAR) Project.
The first component of this infrastructure expansion is comprised of the renovation of the upper floor of the property located at 299 Fair Lane, Placerville.
