Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings that the provision of skilled nursing and rehabilitation facility services provided by the contractor are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B), El Dorado County Charter, Section 210(b)(6), and/or Government Code Section 31000;
2) Approve and authorize the Chair to sign Agreement for Services 6353 with GHC of Auburn, LLC doing business as Siena Skilled Nursing and Rehabilitation Center, with a not-to-exceed (NTE) amount of $3,300,000, and for a term effective upon execution through July 31, 2025; and
3) Authorize the HHSA Director or the Behavioral Health Director to execute further documents relating to Agreement 6353, contingent upon approval by County Counsel and Risk Management, including amendments that do not increase the maximum dollar amount or term of the Agreement.
FUNDING: 100% State Mental Health Realignment.

DISCUSSION / BACKGROUND:
The Health and Human Services Agency (HHSA) contracts with the State as the Mental Health Plan (MHP) for the County. As the MHP, HHSA is required to provide specialty mental health services to eligible individuals, including long-term residential facility placements when appropriate. To meet this requirement, the MHP contracts with long-term residential treatment facilities and other facilities, to ensure availability of services on an “as requested” basis, in accordance with Title 9, California Code of Regulations (CCR), Title 22 CCR and Welfare and Institutions Code (WIC), Division 5.
