Health and Human Services Agency recommending the Board:
1) Approve the use of updated Interfacility Transfer (IFT) and Critical Care Transfer (CCT) Permit Application/Agreement boilerplate, to allow the Emergency Medical Services Agency to tender permits to ambulance transportation contractors to provide IFT/CCT services in the non-exclusive areas of the County; and
2) Adopt and authorize the Chair to sign Resolution 032-2018, which delegates authority to the Health and Human Services Agency Director, or designee, to execute IFT/CCT Permit Application/Agreements, as appropriate; and authorizes the use of future updated Permit Application/Agreements, contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency recommending the Board approve and authorize the use of attached Permit Application/Agreement for Interfacility Transfers (IFT)/Critical Care Transfers (CCT), and adopt attached Resolution authorizing the HHSA Director or designee to execute said Permit Application/Agreement, as appropriate.
DISCUSSION / BACKGROUND:
On March 28, 2017, the Board adopted Resolution 058-2017 (File ID: 17-0258), and authorized the use of an IFT/CCT Permit Application/Agreement, thereby delegating authority to execute said boilerplate agreement(s) to the HHSA Director or designee.
The attached revised IFT/CCT Permit Application/Agreement has been updated to include ambulance-specific insurance requirements, as approved by County Counsel and Risk Management.
HHSA is now recommending the Board authorize use of this updated Permit Application/Agreement by the Emergency Medical Services (EMS) Agency.
In addition, HHSA is recommending the Board adopt and authorize the Chair to sign the attached Resolution, thereby authorizing the HHSA Director or designee to execute the IFT/CCT Permit Application/Agreement(s), as well as authorizing the use of updated Permit Application/...
